AI proposal generator that finds, prepares, costs and reviews every bid, while our bid team writes each proposal
Our AI proposal generator is the Sales Proposal Agent we run every day in Microsoft Teams. It finds the public-sector bids worth pursuing, prepares a cited brief, records the estimate and checks the finished bid the way an evaluator would. Our bid team writes, reviews and approves every proposal.

Short answer
The Sales Proposal Agent is one AI proposal generator in Microsoft Teams with a specialist for each step of a bid. Discovery reads every new government solicitation overnight and shortlists the ones that fit. Preparation turns a shortlisted RFP into a brief with page citations. Costing records the estimate for every submitted bid from our own costing. Writer makes the tracked-change edits a bid owner asks for, and Review scores the finished bid against the solicitation’s criteria. It never submits a bid or contacts a buyer: a person decides every bid, and our bid team writes, reviews and approves every proposal.

In Microsoft Teams
Talk to the AI proposal generator in Microsoft Teams
Each bid has its own Teams channel. The agent posts there, tags the deal owner when a decision is needed and answers when someone tags it. Approvals use Microsoft Teams Adaptive Cards, so they work on desktop and mobile.
Brief ready for @Deal owner and @Proofreader: checklist filled with quotes from the RFP, 2 questions drafted for the buyer, customer set up in the CRM.

Specialist · Discovery
Discovery: a government RFP finder that reads every new bid overnight
Discovery runs every night. It reads new public-sector solicitations from one bid feed, plus the documents linked from them, removes duplicates and screens each one in layers for fit with our proven expertise: a rule check, a quick read of the listing, then a reading of the documents themselves. Applicable bids are filed by state and agency with a citable page index and handed to Preparation; the rest are closed with their reasons recorded. It never contacts a buyer or submits anything.
LiveDiscovery · part of the Sales Proposal Agent
Reads every new government solicitation overnight and shortlists only those that match our proven expertise, so we bid only where we can deliver. A person decides every bid.
What it works on
- Government listing monitoring
- Bid / no-bid rules
- Screening each listing
- Bid pipeline tracking
Overnight run finished. New solicitations read and screened; 2 are applicable and filed with a page index for Preparation. The rest are closed, with reasons recorded.

Specialist · Preparation
Preparation: AI RFP analysis with every answer quoted from the solicitation
Preparation takes each shortlisted solicitation and reads the whole package. It fills the preparation checklist, quoting the RFP wherever the RFP states something and marking anything it does not state as “Not stated”. It drafts questions for the buyer, which a person approves and sends, and recommends whether to respond by rule, leaving the decision to a person. It sets up the customer in our CRM without duplicates.
LivePreparation · part of the Sales Proposal Agent
Turns each shortlisted solicitation into a clear brief: requirements highlighted, checklist completed and questions for the buyer listed, so the bid team starts from a complete picture.

- Requirements extraction
- Bid pipeline tracking
Specialist · Costing
Costing: AI estimating for every submitted bid, priced only from what we submitted
Costing runs a daily pass over every bid our team has submitted that still has no estimate. It finds the costing in the bid’s folder, reads the submitted proposal and builds the matching estimate in our ERP, then records it on the bid. Prices come only from what we submitted: it never sets, raises or discounts a price, never duplicates an estimate a person already made and never edits one that has been sent. When the costing is missing or unclear, it asks the bid owner in Microsoft Teams and leaves the bid for a person.
LiveCosting · part of the Sales Proposal Agent
Builds the estimate in Odoo for every submitted bid from the costing in the bid folder and the proposal itself, and records it on the bid. Prices come only from what we submitted; the bid owner reviews them.

Specialist · Writer
Writer: the edits a bid owner asks for, as tracked changes
Writer makes the improvements our quality check recommends, and only when the bid owner asks. Every edit arrives as a tracked change in the bid’s Word file, so the owner accepts or rejects each one. It does not write proposals from scratch: our bid team writes, reviews and approves every proposal.

Specialist · Review
Review: the finished bid read the way an evaluation committee reads it
When a bid owner asks, Review reads the finished bid as the agency’s evaluation committee would. It scores the bid on the solicitation’s own criteria, notes what an evaluator misses at first look and lists the changes that would raise the score. A person submits every bid.

Specialist · Outcome
Outcome: learning from every bid result

Human control
Where a person stays in charge
The agent acts on its own only within rules we set. Anything that affects a customer, money, a bid or a candidate waits for a person.
A person decides every bid
Discovery only shortlists. Bid or no-bid is always a person’s decision.
Every claim cited
Each requirement carries its page reference, so nothing is taken on trust.
The bid owner reviews every price
Prices come only from what we submitted; the agent never sets, raises or discounts one.
People write every proposal
Our bid team writes, reviews and approves every proposal; Writer only proposes tracked edits.
A person submits every bid
Review recommends; the bid owner decides what changes and submits the bid.
Every action logged
Each step, tool call and approval is written to the audit log, which feeds the activity log on this page.
Switched off in one step
Each agent has a daily cost cap and a kill switch, and is pinned to one model tier, so cost and behavior stay predictable.

Common questions
AI proposal generator: questions bid teams ask
What is an AI proposal generator?
An AI proposal generator uses AI to help produce a proposal. Many tools draft the whole response. Ours does the groundwork around it: finding the bid, reading the solicitation, citing every requirement, recording the estimate and reviewing the finished bid. Our bid team writes, reviews and approves every proposal, so agencies read work written by people.
Can AI write a proposal?
Not ours. As an AI proposal writer it only proposes tracked-change edits that the bid owner accepts or rejects. The brief, the citations and the review are prepared by the agent; the proposal itself is written, reviewed and approved by our bid team.
How does RFP automation work?
RFP automation takes the repetitive steps off the bid team: collecting listings, screening them for fit, extracting requirements with their page, filling the compliance checklist and recording the price. Decisions stay with people: whether to bid, what to write and what to submit.
How do you find government RFPs?
Federal opportunities over the micro-purchase level are posted on SAM.gov. States post on their own procurement portals, and local agencies post on their websites or on bid platforms. Discovery reads one public-sector bid feed every night plus the documents linked from each listing, then screens each solicitation for fit.
What is a cost proposal in a government bid?
It is the part of a bid that states the price, usually on the agency’s own pricing form and often with the cost breakdown behind it. In federal buying, the contracting officer checks that the final price is fair and reasonable through price or cost analysis (FAR 15.404-1, Proposal analysis techniques). That is why our AI estimating step records exactly the cost proposal we sent.
Which AI models does the agent use?
It can be powered by OpenAI, Anthropic, Google or open-source models, chosen per task. OpenAI, Anthropic and open-source models run in Microsoft Foundry on Azure; Google’s Gemini models run on Google Cloud. We tell you which model is used and where it processes your data before work starts, and prompts and outputs are not used to train the models.
Questions buyers ask
Before you decide
Does the agent decide which bids to submit?
No. It shortlists and explains its reasoning. A person decides every bid, and our bid team writes, reviews and approves every proposal.
How do you know the brief is accurate?
Every requirement and checklist answer cites the page it came from, so the team checks each one against the source.
Does the agent set our proposal pricing?
No. Prices come only from the costing and the proposal your team submitted. The agent never sets, raises or discounts a price, and the bid owner reviews every estimate.
How do you keep AI costs under control?
Cheap checks run first and a stronger model is used only when a listing passes them. The cost of every decision is logged, and the agent has a daily cost cap.
